Project Overview

The APDRP was a Government of India scheme launched in the early 2000s to modernize power distribution and cut Aggregate Technical & Commercial (AT&C) losses. It focused on strengthening distribution networks and implementing IT systems to enable accurate energy accounting and reduce theft.

Under this program, major APDRP projects were led across multiple electricity distribution companies in Uttar Pradesh and Rajasthan. The projects involved comprehensive upgrades to grid infrastructure and the deployment of new technologies (e.g. GIS mapping and automated billing systems) to improve reliability and efficiency.

The overarching goal was to achieve demonstrable, sustained loss reduction and establish reliable, automated baseline data systems for the utilities.

Key Outcomes

  • Established reliable baseline data systems for utilities
  • Implemented GIS-based mapping of entire distribution networks
  • Deployed consumer indexing through door-to-door surveys
  • Introduced handheld devices for spot billing improving data accuracy
  • Significant reduction of AT&C losses in target areas
  • Positioned utilities for continued loss reduction beyond project period

Responsibilities

Served as execution head for APDRP initiatives in UP and Rajasthan, heading project teams in both states. Oversaw end-to-end implementation from planning to field execution including:

  • GIS-based mapping of entire distribution network
  • Asset indexing and codification (transformers, feeders, poles, lines)
  • Consumer indexing through door-to-door surveys
  • Integration of collected data into centralized IT systems
  • Development and rollout of utility management software
  • Training of utility staff and quality control of data

Key Achievements

States Led 2 (UP & Rajasthan)
AT&C Losses High → Significantly Reduced

Under his leadership, the APDRP projects achieved their core objectives in the target areas. The utilities saw marked improvement in energy accounting and billing efficiency. Reliable baseline data systems were established, enabling identification of loss hot-spots and informing targeted technical upgrades.

The focus of APDRP on loss reduction and IT automation is well documented in power sector reform literature. These efforts prefigured later nationwide programs (like the R-APDRP in 2008 and the UDAY scheme) aiming for similar distribution performance improvements.
