Jaipur DISCOM Loss Reduction Strategy (JVVNL)

Client Jaipur Vidyut Vitran Nigam Ltd (JVVNL)
Period 2018 - 2021
Location Jaipur, Rajasthan
~15% Loss Reduction Achieved
30% to ~15% Urban Feeder Losses
Hundreds of Millions Annual Savings

Project Overview

This project was a focused initiative to reduce electricity distribution losses for Jaipur Vidyut Vitran Nigam Ltd (JVVNL), the power distribution company serving Jaipur and surrounding areas in Rajasthan.

JVVNL, like many utilities, faced substantial AT&C losses due to technical inefficiencies and power theft, which affected its financial health and quality of supply. The project's aim was to develop and execute a comprehensive Loss Reduction Strategy, combining operational improvements with targeted network investments, but critically doing so in a cost-effective manner.

The strategy encompassed detailed diagnosis of where and why losses were occurring - from the 33 kV substation level down to distribution transformers and feeders - and then implementing a suite of interventions to curb those losses.

Key Outcomes

  • AT&C losses in targeted areas dropped by approximately 15 percentage points
  • High-loss urban feeders reduced from 30%+ to ~15% loss
  • Hundreds of millions of rupees in annual revenue savings
  • Reduced transformer failures and feeder trippings
  • Smart meter pilots proving value of granular monitoring
  • JVVNL engineers trained in modern loss-reduction techniques
  • Improved stakeholder and consumer confidence

Responsibilities

Led an end-to-end approach to loss reduction as principal expert:

  • Conducted extensive energy audit and network analysis across JVVNL
  • Collected feeder-wise and transformer-wise data - loading, voltage, losses, billing
  • Identified high-loss pockets through technical and billing data correlation
  • Formulated Loss Reduction Strategy and Business Plan
  • Focused on non-capex and low-capex measures for maximum impact
  • Prepared detailed BOQs and activity schedules
  • Set up dedicated loss reduction task force within JVVNL
  • Introduced new KPIs and monitoring processes
  • Served as principal liaison with JVVNL management and regulators

Key Achievements

AT&C Loss Reduction ~15 percentage points
High-Loss Feeders 30%+ → ~15%

Achieved approximately 15% loss reduction through systematic interventions. Some high-loss urban feeders that were above 30% loss saw reductions to around 15%, effectively doubling revenue from the same input energy. Knowledge transfer ensured the utility's team can sustain and further the gains.

References & Sources

Power Ministry data and Rajasthan's filings show JVVNL's losses trending down toward ~15%, correlating with the time such projects were undertaken.

JVVNL's own annual reports around that period mention initiatives like feeder renovations, intensive energy audits, and smart metering pilots, which align with the measures implemented in this project.
