Energy Transition Strategy for Bihar (UNEP Program)
Project Overview
This project entailed developing a comprehensive long-term Energy Transition Strategy for the state of Bihar, India, under the auspices of the United Nations Environment Programme (UNEP). Initiated around 2021-2022, the project's aim was to chart a climate-resilient, low-carbon development pathway for Bihar's power sector in line with India's broader climate goals.
Bihar, though one of India's faster-growing states economically, faces significant energy challenges - high demand growth, low per-capita consumption, and vulnerability to climate change. The Government of Bihar partnered with UNEP to receive technical assistance for planning its energy future.
Under this program, a detailed roadmap was created, looking ahead all the way to 2070, for integrating renewable energy (RE) and improving overall energy efficiency across the state. Key outputs included a revised Renewable Energy Policy for Bihar and district-wise renewable resource maps and investment plans.

Key Achievements
Delivered a landmark blueprint for Bihar's sustainable development. Provided the first quantified and actionable plan showing how Bihar can achieve universal electrification with significantly lower carbon emissions. The strategy aligns with India's national goal of net-zero emissions by 2070.

The partnership between Bihar and UNEP for a low-carbon development strategy was announced in the press. A UNEP press release in Feb 2021 highlighted that UNEP will support Bihar in preparing GHG inventories, climate impact assessments, and in revising its climate action plans.
Bihar's government has since approved an ambitious Renewable Energy Policy to add 24 GW of clean power by 2030, which likely drew on the analytic groundwork from this project.
